What District Government Agencies are involved in Long-Term Care Services?

Department of Health, Medical Assistance Administration

State Plan Services available to anyone who qualifies for Medicaid due to medical need and income level:

  • Adult Day Care (Day Treatment)
  • Personal Care Attendant
  • Home Health Care (skilled)
  • Nursing home
  • Physical, Occupational and Speech Therapy (not in the client’s home)
  • Durable Medical Equipment (DME)

Medicaid Waiver Services 1915 (C) available to persons for targeted populations (such as elderly and physically disabled) who require a special package of services as well as all other Medicaid services on the State Plan.

  • Respite Care in the home,
  • Environmental Accessibility Adaptations
  • Chore Services
  • Extended State Plan Services: Personal Care Aide Service

Monitors and surveys nursing homes and community residence facilities (CRFs)and investigates complaints.

D.C. Office on Aging

The DC Office on Aging develops and carries out a comprehensive service delivery system of health, education, employment and social services for the District’s elderly residents and their caregivers enabling seniors to maintain independence in the community.

Services are provided to District residents 60 years of age or older by a Senior Service Network comprised primarily of non-profit community-based organizations funded by the DC Office on Aging. The network provides in-home as well as community-based and supportive residential services. Within the network are six lead agencies, each serving a different ward of the city? The Office on Aging provides two direct services: Information and Assistance and the Senior Employment and Training Program.

Inquiries about services may begin with the Office on Aging Information and Assistance Unit or the lead agency serving the ward in which the senior requesting services resides. The lead agencies are:

  1. Barney Neighborhood House Senior Program- Wards 1 and 4
  2. Greater Washington Urban League, Aging Division – Parts of Ward 2 (downtown and Shaw), Ward 5 and Ward 8
  3. IONA Senior Services- Parts of Ward 2 (Foggy Bottom, Dupont Circle, Kalorama Heights) and Ward 3
  4. United Planning Organization, Senior Services – Ward 6
  5. United Planning Organization, Project Keen – Ward 7

Services Provided by the Senior Network

  • Adult Day Care
  • Advocacy: Health Insurance Counseling and Legal Assistance and Nursing Home Ombudsman
  • Geriatric Case Management
  • Homemaker Services
  • Nutrition Services (including weekday and weekend meals at congregate sites, home delivered meals, nutrition education and nutrition counseling)
  • Residential Facilities: a nursing home, a community residence facility, two group homes and a shelter for the abused elderly
  • Respite and other services for caregivers
  • Senior Centers (including centers for special populations such as Spanish Senior Center, the Asian Senior Center and Centers for the hearing impaired, blind and homeless)
  • Transportation
  • Wellness Programs and Centers

Department of Mental Health

Services include: State Plan Day Treatment, Counseling, Special Rehabilitation Option and Residential services.


Department of Human Services, Mentally Retarded and Developmentally Disabled Administation (MRDDA)

Services include: State Plan Day Treatment, Personal Care Attendant, home health, ICF-MR residential facilities and nursing home;( must be diagnosed before age 21)
