Accomplishments

What has the DC Coalition Accomplished Working with the District Government?

Development and implementation of a Medicaid program providing extended home care for persons 65 and over. Under this program, a case manager and the client develop a care/service plan which may involve any one or more of the following services:

  • Personal care
  • Chore services
  • Respite in the home
  • Home making
  • Home modification
  • Emergency response system.

Expansion of the 65 and over program to adults 18 and over; it adds Medicaid financing for a consumer-directed personal care program and personal care in assisted living residences. These two programs will be implemented in the future. The consumer-directed personal care program allows clients to hire family members (not a spouse or legal guardian), friends or neighbors as a personal aide who will be paid by Medicaid instead of being limited to home care agencies only.

Enactment of Assisted Living Residence Regulatory Act of 2000 providing an assisted living level of care and consumer involvement in survey/inspection system to assure quality of care. Implementation is expected in 2005.

Increase in the wages of home care workers to overcome shortage

Implementation of consumer-directed personal care attendant program

Implementation of Assisted Living Residence Regulatory Act of 2000

Increase in the District's contribution to SSI recipients living in group homes that will become assisted living residences

Establishment of rent subsidy for residents of Assisted Living Residences

Work with Board of Nursing to unify training and credential requirements for personal care workers across the long-term care settings

Work with the Board of Nursing to review and clarify delegation by registered nurses of nursing functions to personal care aides.

Establishment of a Resource Center as a single point of entry for long-term care services, providing information, counseling, and access to the Medicaid application process and other funding.
